Ahead of the Bell: Medicare Advantage

Democrats called the hearing after congressional investigators reported the government has not been properly auditing insurers in Medicare Advantage, the privately-run arm of the government health program for seniors.

Private companies were brought into Medicare to help expand enrollment and manage costs, though Democrats point out the plans often cost more than traditional government-run Medicare.

By law, Medicare officials are required to review the costs and benefits of at least one third of all companies that offer Medicare Advantage plans to see whether they are achieving regional benchmarks. However, the Government Accounting Office reported that last year only 13 percent of companies were audited.

"Mandated audits are not performed, and those that are performed are not used to make needed changes, costing beneficiaries and taxpayers millions in overpayments and lost benefits," said Health Subcommittee Chairman Pete Stark, D.-Calif.

Executives from Louisville, Ky.-based Humana Inc. and Minneapolis-based United Health Group Inc. are scheduled to testify at the hearing, which begins at 10 a.m.
