OPEN ACCESS SURVEY on open access publishing from NAR.

Please consider taking a moment to complete this survey on your opinions
on open access publishing from NAR. Developing countries do not have to
pay author's fees.

Dear Colleagues,

OPEN ACCESS SURVEY
Following consultations with its authors, NAR has implemented
experimental Open Access publication of the 2004 Database and Web Server
Issues (see http://www3.oup.co.uk/nar/openaccess for details). These
experiments have provided valuable feedback to help formulate a
practical model for Open Access publication that can be applied to the
whole of NAR. We now ask you to participate in one of the largest Open
Access polls ever mounted by a journal, involving our complete database
of authors, referees and editorial board. Your responses will inform our
decision about whether to proceed with an Open Access model in 2005, and
under what conditions.

ALTERNATIVE MODELS
We are currently exploring three models for 2005:
I. A Full Open Access model in which ALL original research published in
NAR would be made freely available online to all immediately upon
publication.

II. A 'Partial' Open Access model;
III. A subscription-based, non-Open Access model.

We have outlined these models below and would welcome your responses to
our subsequent questions. Under any model adopted, NAR will need to
continue covering its costs associated with submission, peer review,
production, dissemination, online functionality, archiving, and journal
development. Charges mentioned are at present our best estimates and we
may need to revise our model as we gather further data and feedback.
Regardless of the model chosen, all NAR content will continue to be
rigorously peer-reviewed, copyedited, typeset and proofed before
publication. Complete separation will be maintained between the
editorial review and charging processes. Colour reproduction charges
will be levied under the same conditions as 2004 (see Instructions to
Authors).

I. FULL OPEN ACCESS MODEL
Under this model, the costs of publication will be funded by a
combination of author charges and institutional subscriptions/waivers:

> Corresponding authors based at an institution that does not hold a
current online subscription* to NAR will be required to pay an author
Open Access charge of approximately $1500 per article, for those of no
more than nine pages. Longer articles may incur additional page charges.

> Corresponding authors based at an institution that holds a current
online subscription* to NAR will be required to pay a reduced author
Open Access charge of approximately $500 per article, for those of no
more than nine pages.

> Corresponding authors based in qualifying developing countries (see
List A at http://www3.oup.co.uk/jnls/devel/countries.html) will be
exempt from author Open Access publication charges.

> Other requests for waivers or discounts due to financial hardship
will be considered sympathetically. (For further information on waivers
see http://www3.oup.co.uk/nar/open access).

*Either a Combined (print plus online) subscription or an Online-only
subscription. Please note that in order to check whether your
institution currently subscribes to the online version of NAR, you can
click the following link from a computer based at your institution:

this link you are able to view the full text of the article concerned it
is likely that your institution has a subscription.

II. 'PARTIAL' OPEN ACCESS MODEL
This model would be exactly the same as model I, except that authors
will be given the OPTION of paying for Open Access to their NAR article
at a cost of approximately $500 or $1500 per article, respectively,
depending on whether the corresponding author is or is not based at an
institution that holds an online subscription to NAR. If authors choose
not to pay an Open Access charge, the article will be published in NAR
but will become freely available online to readers without a
subscription only after 12 months. Open Access waivers will be available
for corresponding authors based in developing countries.

III. SUBSCRIPTION-BASED NON-OPEN ACCESS MODEL
This is the current model operated by NAR (with the exception of the
Database and Web Server issues which are published under an Open Access
model in 2004). Only institutions with an online subscription to NAR are
able to access articles online for the first six months following
publication. Author charges in 2004 are restricted to excess page and
