BIOTECHNOLOGY company CSL has promised to help fund a booster to the cervical cancer vaccine Gardasil if its effectiveness diminishes in time.
Prime Minister John Howard yesterday announced schoolgirls will begin being immunised with Gardasil from next April after the government struck a deal with CSL (csl.ASX:Quote,News).
The company has agreed to a 25 per cent cut in its original $600 million asking price for the four-year program, which will now cost $436 million.
Earlier this month, the government's Pharmaceutical Benefits Advisory Committee (PBAC) controversially rejected CSL's proposal to immunise all 12- to 26-year-old women saying it was not cost effective.
But after re-evaluating the proposal, under pressure from the government, the PBAC gave its approval to the revised program.
PBAC Chairman Professor Emeritus Lloyd Sansom said although the process was rushed, it was identical to the process used for approving other pharmaceuticals.
"The only difference in this one has been that the resubmission was considered earlier than is normal because the government had indicated to PBAC that if the PBAC could come to a positive recommendation then they would wish to implement this in the 2007 school year," Professor Sansom said on ABC radio today.
"The PBAC was adamant that there was no way in which processes would be allowed to be changed because of this vaccine, and I'm delighted (Health Minister Tony Abbott) was a strong supporter of that."
Professor Sansom said CSL had agreed to be involved in a booster vaccine, if it was needed.
"We don't know what will happen in 10 years or 20 years time," he said.
"That's the uncertainty about the active bacteria in this drug, and therefore we wanted some undertaking from the company that they would pick up some shared responsibility on this regard."
This exercise, he said, had demonstrated the need for the PBAC to provide more timely access to information.
"A lot of the comments made on the side were uninformed because simply the PBAC was not open to provide timely information with respect to why it made its original decision."
Prof Sansom said he already had had discussions with Medicines Australia to examine the matter.
Gardasil guards against the human papilloma virus (HPV), which is spread by sexual intercourse and causes about 70 per cent of cervical cancer cases.
